Note: Both files are distributed verbatim from the Zip file. I haven't had much trouble opening them, except for README.TXT in the browser when the HTTP server does not provide a charset, causing the non-ASCII portion to be decoded with the fallback ISO-8859-1 encoding. Because I do not control the HTTP server Neocities uses, it is advised that you download README.TXT and read that portion in a text editor capable of decoding UTF-8 text. The bulk of these text files however is ASCII, so your browser should have no problem decoding most of the text. :)
